so could you then re-configure the light gun, or the game programming, to work on modern TVs?

I wouldn't think that the issue with the number of NES light gun games had to do with the number of people who had the accessory. It wasn't until near the end of the NES's lifespan that large numbers of systems started selling without it. I think the Zapper was just largely there for the same reason R.O.B. the robot was included with early NES systems: they were trying to position the NES as a toy and not as a game console. I think Atari and Sega's decisions to include light guns with their systems were really just because Nintendo had one, they were the market leader and Sega and Atari misread the intention and thought this was the hot new accessory to include.

Also, didn't most other light guns use a scan line trick similar to the light pen?
