I try this with my Apple TV, and only stream what you have in your library, not YouTube or Netflix.
And you still need internet. -
so this does work without Wi-Fi?

Both wifi and Bluetooth must be enabled for this to work. You do not need to be connected to wifi network. Apple TV creates an ad hoc network

Could not make it work somehow. In your demo, I see your iPad are on Wi-Fi. How about a demo without wi-fi?

One thing u forgot to mention is that this is essentially bluetooth so mirroring in a vehicle only works as far as bluetooth capabilities (cannot stream video content)

Yes - you can use cellular and wifi on your iOS device to stream content to AppleTV

Can you still use your Data from your IOS device or is just stored content. Is there a static code you can enter to only allow the airplay connection but still use 4g Data?

Did you ever get this to work in your van with out a wifi connection? I've been trying to stream my iPhone at home using apple tv since we don't have wifi but have been unable to make it work.

Open the Control center on your iPhone/iPad and tap AirPlay. Your AppleTV should be listed. More details, including a screenshot is available from Apple on their website here: https://support.apple.com/en-us/HT204291
