How do u disable V-Sync on CSGO pls answer cause I'm getting pissed that I can't play Csgo

Enable borderless windowed ( this disable stuttering)
Configure the graphics in the game to display Hz rate + 50% (total 150%) and lock fps as monitor hz 100%(FPS that did not fall in battle)

Can I fix this tearing without using V-sync?I have a GTX 1050 Ti 4GB,i3-6100 3,70GHz and my monitor is LG 21,5" Full HD 1920x1080 60hz.
